Article III and Article IV of the Treaty On The Non-Proliferation of Nuclear Weapons (NPT)

The stalled nuclear talks between Iran and the P5 + 1 countries appear to be recommencing after the election of Hassan Rouhani.

For the talks to succeed the US-Russia agreement on Syria offers a useful blueprint because of Russian engagement of Iran for the commissioning of the Bushehr nuclear power generation facility.

United States and Russia must agree on restricting Iran to 5% Uranium enrichment. Existing Iranian stockpile of 20% Uranium must be converted to a form only usable for power generation or must be ensured that it is used in medical isotopes research by International Atomic Energy Agency (IAEA) inspections. Iran, for all sanctions to be lifted, must also accept IAEA inspections over the entire nuclear power production cycle – from uranium enrichment to disposal of spent fuel rods. Activities to commission the heavy water reactor in Arak must be stopped.

Russian mediation between the P5+1 countries and Iran to implement a US-Russia agreement on Iran’s nuclear program could bring Iran’s nuclear program into international fold and increase cooperation between Iran and the advanced countries on nuclear issues.
